Job Duties:

Negotiates, drafts and reviews contract documents involving various areas of law including but not limited to construction, procurement of basic goods and services, professional services, procurement of high technology goods and services, interlocal agreements, grant funding agreements, and sole source purchases. Must be familiar with laws regarding bid solicitation, contract award and other aspects of municipal purchasing.
Prepares resolutions and ordinances; renders legal advice in other aspects of municipal law by written memos and briefs, including matters involving civil service law under Chapter 143, Local Government Code and employment laws including the Americans with Disabilities Act, Family and Medical Leave Act, Workers’ Compensation, Fair Labor Standards Act, etc.
Demonstrates a working knowledge of State and Federal laws affecting municipalities including but not limited to the Texas Tort Claims Act; employment laws affecting Civil Service/Non Civil Service employees; zoning and land use; Public Information Act and Open Meetings Act; and Constitutional laws affecting issues as free speech, due process, equal protection and rights of religious institutions.
As needed, prosecutes cases in Municipal Court; prepares documents necessary for prosecution of class C misdemeanor cases in the Municipal Court and any appeals to a higher court.
Demonstrates proficiency in researching issues. As appropriate for the situation, the research should reflect full understanding of the topic, application of law to City operations, and recommendations for risk avoidance or minimization, and impact on public policy.

Education, training, experience:
Knowledge and Skills:

Knowledge of the laws directly or indirectly affecting city government, including State and Federal employment laws and State civil service law.
Advanced and highly effective analytical, organization, verbal and written communications skills.
Ability to interpret codes, ordinances, statutes and legislation.
Ability to draft effective ordinances, pleadings and legal documents.

Education and Experience:

Requires graduation from an accredited law school.
Requires six (6) years of legal experience in Municipal, employment and civil service laws.

Licenses and Certificates:

Must be licensed to practice law in the State of Texas.

Minimum work schedule is 8:00 a.m. – 5:00 p.m. during the business week. Evening/weekend work when necessary.
