Job description:
The City of Leander (pop. 32,000) is seeking a Purchasing Agent to perform a variety of procurement, contracting, and administrative duties. This position reports directly to the Finance Director and interacts with senior management throughout the organization. The cover letter should explain (a) the applicant’s decision making process; (b) their experience with building consensus; (c) their ability to work independently while managing competing deadlines and priorities; (d) their understanding of the day-to-day work environment of a municipality; and (e) the requirements for, and process to obtain, any certifications currently held. Position Responsibilities:
• Prepare complex Requests for Proposals and Bid Solicitations
• Quickly research and write technical specifications, instructions to bidders and contract terms and conditions
• Publish bid notices and facilitate bid openings
• Contract administration, vendor performance compliance, and relationship management
• Administer inter-local cooperative purchasing agreements
• Research “best value” and cost saving options for departments
• Assist with departmental procurements
• Maintain automated purchase order system
• Track encumbrances and funds available
• Maintain fixed asset files and database
• Take initiative and works independently
• Other duties as assigned

Education, training, experience:
Position Requirements:
• Government purchasing experience
• Public relation and customer service skills
• Ability to create and maintain positive working relationships with City Staff, being flexible with and approachable by all levels of city personnel
• Encourage interdepartmental cooperation
• Foster positive image of the City of Leander
• Maintain high standard of personal integrity and ethical code of conduct.

Preferences:
• Possess one or more purchasing certification
• Working knowledge of municipal procurement law and solicitation practices
• Clear understanding of contract administration and negotiations
• Bachelor’s Degree in Business Administration, or related field, and five (5) years government purchasing experience.
