Job description:
The City of Balch Springs is seeking applications for an Accountant/Finance Officer. The position will be responsible for the following: the recording of general ledger transactions, performing account reconciliations, setting up new projects for project accounting purposes, and other daily accounting duties including the preparation of financial reports. Other responsibilities include providing financial analysis and support for the annual budget and audit processes. Debt issuance and related activities, manage city’s investment portfolio, coordinate the annual audit process, prepare and publish the CAFR. The position will oversee the accounts payable clerk and cashier and serve as the city’s Purchasing Officer. The candidate must have knowledge of Generally Accepted Accounting Principles (GAAP) and be proficient in Microsoft Excel. Must have knowledge of governmental accounting software. May have some management oversight of the city’s Municipal Court and Human Resource functions and processes as assigned.

The highest level of integrity is a must. A strong commitment to the installment of processes, customer service to the organization, and cross training. Must be able to perform work and delegate to staff certain responsibilities as well as hold staff accountable for the highest possible performance levels. Must be able to communicate with management, make presentations for Council and other organizations and boards.

Job Requirements


Education, training, experience:
Five years experience in municipal government finance. At least two years of managing accounting processes, purchasing, budgeting and reporting, project accounting and oversight of department personnel and programs in an advanced supervisory capacity. Bachelor Degree in Accounting/Finance from an accredited school is required and certification as a Certified Government Officer is preferred.
