Job description:
• Updates and interprets Human Resources policies and procedures.
• Advises departments on employee relations issues, assists in facilitating resolution of conflicts between employee/employee and employee/supervisor including handling complex, sensitive, and confidential information.
o Advises and coordinates disciplinary action, grievances and appeals
o Conducts and/or coordinates internal investigations to include preparation of final reports
• Performs/assists with Civil Service duties including but not limited to:
o Scheduling enrollment and administration of exams
o Interpreting rules and regulations
o Preparing meeting packets
o Day to day activities
• Coordinates, monitors, and maintains various HR programs including but not limited to:
o Catastrophic Illness Extended Sick Leave Bank
o Affirmative Action Annual Report
• Responds to questions from the general public regarding the City’s employment policies and processes.
• Facilitates relevant training on appropriate subjects.
• Prepares clear and concise administrative reports using available tools such as PeopleSoft.
• Compiles pertinent statistical information for reporting purposes and prepares and files local, state, and/or federal reports as required.
• Ensures compliance with federal, state and local employment laws:
• (Affirmative Action, EEOC, ADA, etc.) by maintaining current knowledge of trends, techniques, current developments in Human Resources and pending rules and regulations.

Job Requirements

Education, training, experience:
• Requires working knowledge of federal and state employment laws, rules, and regulations.
• Knowledge of Human Resources processes and functions.
• Knowledge of Human Resources management principles and methods.
• Ability to use critical thinking skills to provide options and solutions to departments upon request.
• Ability to provide Human Resources management staff with strategic input and feedback regarding organizational Human Resources matters.
• Requires high level organizational skills.
• Skill to analyze and interpret information provided in policies and procedures.
• Strong verbal and written communication skills.
• Ability to handle sensitive information with the utmost confidentiality.

• Bachelor’s degree in Human Resources management or a related field.
• Five (5) years of Human Resources experience, preferably in one or more of the following areas:
o Employment, compensation, benefits, testing, training, employee relations.
o Experience in providing information and/or service to others.
• Experience with PeopleSoft HRIS system is preferred.

Licenses and Certificates:
• State of Texas Class C driver’s license.
