Job description:
Responsible for auditing the governance, risks and controls for the City’s Information Systems

Essential Job Functions:
1) Conduct complex operational and performance audits of Information Systems Controls for the City’s numerous networks, operating systems, database and applications.
2) Develop audit programs in process to determine security objectives, internal controls & timeline.
3) Provide input and recommendations for corrective actions in areas needing improvement.
4) Train lower level auditors in appropriate business procedures and internal controls. May supervise auditors.
5) Evaluate and test Information Systems controls, and operating procedures. Review documentation and recommendations of audit staff.
6) Analyze system/application through industry research, on site reviews of configuration and discussion of testing procedures.
7) Assist departments in usage of Computer Assisted Auditing Techniques (CAAT’s).
8) Assists the audit team in determining the reliability and integrity of computer-generated data.
9) Advise and recommend proper internal control processes to departments

Preferred Knowledge, Abilities & Skills:

Education/ Experience:
-Bachelor’s Degree in Accounting, Information Systems or Information Systems Auditing
-5-7 years experience in Information Systems Auditing, Auditing and/or Application Controls

Knowledge, Skills & Abilities:
-Extensive knowledge of COBIT
-Extensive knowledge of IIA’s General Technology Audit Guide
-Extensive knowledge of CAAT’s
-Advance skill in Microsoft Office applications (Excel, Word, Access, PowerPoint)
-Skill in problem solving
-Advance skill in utilizing Crystal Report Writing Software
-Ability to plan and organize workload in order to meet established deadlines
-Ability to communicate complex technology issues in a clear and concise manner
-Ability to prioritize and work within determined time budgets
-Ability to independently perform complex audit analysis
-Ability to analyze various financial and procedural information and documentation
-Ability to work both independently and in a team environment

Physical Tasks & Working Conditions:
The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards. Occasional outside work required.

Job Requirements

Education, training, experience:
Minimum Education & Work Experience
-Four-year college
-5 years related experience
-CISA certification or ability to obtain certification within a year of hire
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Licenses & Certifications
-CISA certification or ability to obtain certification within a year of hire
-Valid Class C Texas driver's license
