Job description:
Assist Purchasing Manager in coordinating activities involved with procuring goods and services and administrative work associated with the procurement activities. Support Public Works & Engineering, Fleet Services, Property Management, and various other City departments in routine purchases as well a major contracts.

Prepare complex Invitation to Bid and Request for Proposals, including research and writing of technical specifications.

Conduct research of new products, compile information from multiple sources as a basis for developing accurate specifications, formulate new and revised specifications, and make recommendations to departments and Purchasing Manager.

Prepare bid tabulations and related documents, and make recommendations for Council’s approval for awarding of contracts, as required by state and city codes. Receive requisitions and review them for completeness and necessary information, select sources, request and evaluate quotes as necessary, and make supplier selections.

Process goods and services contracts, including verifying insurance requirements, bonds, etc. Investigate complaints, research sources of supply, confer with suppliers to obtain product or service information and ensure all requirements are met.

Participate in meetings with client departments to review and interpret specifications to ensure appropriate terminology, and answer procedural questions for compliance to established rules and regulations.

Provide technical assistance to client departments, suppliers and others as necessary.

Stay abreast of state and federal legislation that impacts procurement laws.

Job Requirements


Education, training, experience:
REQUIRED: Bachelor Degree in Public Administration, Business Administration or other related field and three years of purchasing-related experience; or combination of education and experience. Valid Texas driver’s license.

PREFERRED: Municipal purchasing experience. Certified Professional Public Buyer (CPPB) preferred. Must obtain CPPB within three years of being placed in this position.
