Job description:
Develops and maintains procedures for the operation of the Municipal Court including long and short range plans; interacts with other departments for developing procedures and identifying problems; coordinates with the IT Department for the technical and administrative aspects of installation, maintenance and daily operation of the Court’s software packages and data management systems; trains and communicates with personnel in the operation of Court software packages; analyzes and reviews designs of court technology programs to make recommendations for future technology needs and requirements; participates in the preparation and management of the annual department budget; supervises Court Clerks including hiring, training, performance appraisals, and disciplinary actions; manages the process of receipting, depositing and accounting of monies in an efficient manner following proper audit procedures.

Disburses funds from fines and fees to appropriate agencies; performs data entry of the Omni System. Provides support both judicial and clerical to the city’s DOT program. Prepares quarterly reports for the Comptroller’s Office; balances bank statements and prepares and processes refund checks; resolves questions and complaints raised by court personnel, attorneys, and members of the general public; processes requests by attorneys to reset trials and arraignments; processes requests by prosecutors for court dates and trials; assists defendants with payment plans; oversees the proper retention and disposition of court records; monitors office equipment and supply inventory; reviews and sign documents, including check requests; calculates fines and court costs; and attends court to assist Judge.

Job Requirements

Education, training, experience:
Court Clerk Certification I through the Texas Municipal Court Clerks Certification Program, required
Court Clerk Certification II, preferred
TLETS Certification, preferred
Experience and working knowledge of current court technology, Incode
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Valid Texas driver's license with a good driving record
Considerable knowledge in principles of effective administration, to include planning, evaluating, coordinating, and supervising;
Working knowledge of court policies and procedures, modern office practices and procedures, criminal procedures and Class “C” misdemeanors, Penal Code, Code of Criminal Procedure and Texas Transportation Code.
Skills in establishing priorities and organizing work, performing mathematical calculations.
Highly skilled in operating computers, supervision of personnel, interpersonal relations, and oral and written communication.
