Job description:
Plans, directs, manages and oversees the activities and operations of the Financial Services Department including accounting, utility billing, purchasing, auditing, debt management, treasury management, cash management, banking relations, financial reporting and budget development; coordinates assigned activities with other departments and outside agencies; provides highly responsible and complex administrative support to the City Administrator; and performs related work as required.

Job Requirements

Education, training, experience:
Generally accepted accounting principles (GAAP) and standards.
Generally accepted audit standards (GAAS).
Principles, practices and trends of general and municipal government accounting, finance and auditing.
Modern principles of fixed asset accounting.
Modern principles of budget preparation and administration.
Grant and funding sources for municipal government.
Financial analysis and forecasting methods.
Principles of management, supervision, training and performance evaluation.
Pertinent Federal, State and Local laws, codes and regulations.
English usage, spelling, grammar and punctuation.
Methods and practices of financial and statistical record keeping and reporting.
Computer applications as they relate to assigned areas.
Modern office procedures, methods and equipment.
Basic municipal government practices and operations.
Effective supervisory and motivational techniques.

EXPERIENCE AND TRAINING GUIDELINES - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Minimum of 5 years of progressively responsible experience in municipal or fund accounting and/or public finance. Supervisory or management experience preferred.

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business administration, public administration or a closely related field.

License or Certification:
Possession of Certified Public Accountant certification is strongly preferred but not required.
