Job description:
The City of Fort Worth Police / Grant and Contract Management Section of the Program Support Division is seeking a qualified Senior Contract Compliance Specialist to lead, oversee, and participate in the overall project management of Police Department specific contracts. The Grant and Contract Management Section provides support to the department including the administration, implementation, and management of departmental contracts, federal and state grant programs, Crime Control and Prevention District programs, and other departmental initiatives, including asset management and capital improvement projects.

Job Requirements


Education, training, experience:
A Bachelor Degree or higher from an accredited college or university with major coursework in Public or Business Administration, Finance or a related field PLUS three (3) years of contract management experience required.

Duties will include, but are not limited to:
• Receive direction from and report directly to the Contract Services Administrator
• Serve as a Departmental Liaison to ensure appropriate terms are included in the contract to meet the departmental operational
• needs, city requirements, and in some cases, expectations of the CCPD Board or other participating agencies
• Develop contract exhibits to include budget detail, milestones and/or performance measures
• Write and/or revise draft contracts, work with Legal Advisor regarding terms, seek Council approval, and route for execution
• Ensure that services are being provided and funds expended in compliance with contract specifications
• Monitor expiration dates of all contracts and plan ahead accordingly to ensure that no contract lapses
• Manage and track all contracts including terminations, renewal options and amendments
• Conduct site visits to audit sub-grantee or contractor compliance with contract requirements; analyze operations; present findings;
• report any discrepancies; and make recommendations for corrective action
• Review contract revenue and expenditures, ensure procurement procedures are followed and make financial projections
• Develop Requests for Proposals/Request for Qualifications, evaluate and score proposals
• Serve as support staff to the Department’s Budget Committee
• Maintain organized contract file and monitor on a regular basis
• Serve as the Department liaison to monitor lease agreements
• Communicate with staff on a regular basis regarding status of each contract, payments and request for reimbursements
• Collect annual wrecker company fees and assist in conducting wrecker inspections to ensure overall compliance
• Assist the Legal Advisor in revising ordinances that impact or relate to Police Department contracts
• Educate departmental staff as to internal processes leading up to the execution of a contract
• Provide information to the public regarding policies, procedures and ordinances
• Additional duties as assigned to serve the needs of the Program Support Division.
