GENERAL PURPOSE

Performs complex supervisory, administrative and professional work to in planning, mapping, directing, and supervising the Public Works Department, including environmental, street, traffic control, and other public works projects and programs. Administers the necessary property requirements and construction functions of the department.

As Assistant City Manager when directed by the City Manager, performs high-level administrative, technical and professional work in directing and supervising the administration of city government.

SUPERVISION RECEIVED

Works under the general direction of the City Manager.

SUPERVISON EXERCISED

Exercises supervision over the Deputy Public Works Director/Chief Building Official, Street/Parks Supervision, Animal Control Officer (ACO) Supervisor, Code Compliance Officers and Administrative Secretary.

As Assistant City Manager when directed by the City Manager, exercises supervision over all municipal employees, excluding Police and Fire, either directly through or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages following divisions: Streets, Parks, Building/Code Compliance, Animal Compliance, Building and Custodial Services, and Fleet Services.

Manages three subordinate supervisors who supervise employees in the Inspection Department, Street Department, and Parks Department. Responsible for the overall direction, coordination, and evaluation of this unit. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Prepares annual Departmental Budget. Develops, monitors, and manages funds in CDBG, Capital Construction, and Youth Scholarships. Approves departmental Purchase Orders and expenses; documents budget requests.

Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the public works department.

ASSISTANT TO THE CITY MANAGER RESPONSIBILITIES:

This position will also work closely with the City Manager to accomplish the following:

Manage and supervise departments to achieve goals within available resources.

Plans and organizes workloads and staff assignments; trains, motivates, supervises, and evaluates assigned staff; reviews progress and directs changes as needed.

Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations. Coordinates department activities with other departments and agencies; networks with business, governmental, and industrial leaders.

Provides professional advice to the City Council and department heads; makes presentations to councils, boards, commissions, civic groups and the general public.

Communicates official plans, policies and procedures to staff and the general public. Responds to requests for information from citizens.

Represents the City’s interest on issues involving State and Federal Government agencies.

Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

Job Requirements


Education, training, experience:
Graduation from an accredited four-year college or university with a degree in civil engineering, public administration, business management or related field;
Minimum of 7-10 years of relevant experience as a municipal admiinistrator or public works director in a similar city.
