Position Overview
Plans, coordinates, and supervises the operations and activities of the City’s Animal Shelter facility; oversees and participates in the delivery of shelter services; administers animal services programming; conducts a variety of public relations and customer service duties; and supervises assigned personnel.

Job Duties
Supervises and coordinates daily shelter operations including animal care, quarantine, customer service, and program administration:
•Develops and administers the Animal Shelter’s Adoption Program; approves/declines program applications; selects animals for adoption; liaises with veterinarians; reviews and processes veterinary services billing.
•Supervises the delivery of kenneling services; monitors and ensures the proper care, feeding, watering, and health of animals; documents animal illness; inspects kennel accommodations.
•Oversees and coordinates animal receiving and reclaim services.

Conducts a variety of administrative duties pertaining to staffing and facility operations:
•Participates in developing, implementing, and administering Animal Shelter policies and procedures.
•Supervises, trains, and evaluates the performance of assigned personnel.
•Prepares and maintains employee work schedules; monitors and ensures appropriate levels of staff coverage.
•Reviews and processes staff time sheets.
•Prepares and disseminates interdepartmental communications.
•Coordinates and conducts orientation for volunteers.

Oversees and participates in providing customer service to the public:
•Answers incoming calls and responds to public inquiries; performs dispatch duties.
•Provides for the enforcement of municipal ordinances through the receipt of animal control fees and fines.
•Performs data entry; updates and maintains shelter records and databases; uploads animal photographs.

Coordinates with other animal shelters and rescue groups; coordinates the transfer of animals.

•Assists staff with daily operational duties including photographing and moving animals.
•Participates in euthanizing animals.
•Manages, in the absence of the Animal Control Supervisor and the Shelter Manager, the Animal Shelter’s quarantine function; coordinates the intake and release of quarantined animals; records daily observations; documents animal illness; monitors and maintains compliance with State quarantine policies.
•Oversees and coordinates social media, and all other PR and marketing tools.

Coordinates and oversees administration of shelter veterinary services:
•Ensures vet tech/staff provides proper care to shelter animals including intake observations and health exams, preventative care, medical services for adoption/rescue, and emergency care as needed.

Maintains and administers shelter database application and websites:
•Coordinates with vendor to resolve issues and improve services
•Participates in Web Team to administer and maintain city’s Animal Services web page in conjunction with third party vendor and city’s IT department.

Job Requirements

Education, training, experience:
Minimum Qualifications
•High School Diploma or equivalent combined with additional course work in animal health, veterinary care, or animal control.
•Four (4) years progressively responsible experience working in an animal shelter environment, including two (2) years supervisory experience.
•Valid Texas Driver’s License with an acceptable driving record.
•Completion of State of Texas Basic Animal Control Officer Certification required, or must obtain within 120 days of hire date.
•Euthanasia Technicians Certification required, or must be obtained within 120 days of hire.
•Maintain certifications through continuing education as required by DSHS.
•Must take pre-exposure rabies vaccine as a condition of employment.
•Knowledge of municipal government and strong interpersonal skills.
•Working knowledge of Microsoft Office.

Preferred Qualifications
Associate’s Degree in Animal Science, Biology, or related field is desired.
