Job description:
The General Manager is the Chief Executive Officer of the Brushy Creek Regional Utility Authority (BCRUA). Under the Direction of the BCRUA Board of Directors and advice of the Operations Committee, the General Manager is responsible for the planning, development, and implementation of policies for the construction and operations of the regional utility authority.

Essecntial Duties:

Work with the BCRUA Board of Directors and the Operations Committee to plan, develop and implement policies for the construction, operation, and maintenance of the BCRUA;

Coordinates the work for the authority with other agencies; maintains professional working relationships and serve on committees as needed.

Responsible to BCRUA Board of Directors for all activities associated with the management operations of the BCRUA;

Keeps the BCRUA Board of Directors and the Operations Committee informed on key matters effecting the operation and/or management of the BCRUA to include local, state, and federal legislative issues and urgent matters of public concern.

Provides leadership and management to ensure the BCRUA’s mission is fostered through out the organization and that the BCRUA’s short- and long-term goals are attained.

Develops annual operation plans for the authority; Oversees Management Staff and staff of the General Manager’s office; establishes staffing plans for the organization; trains, motivates and evaluates staff; establishes and monitors employee performance objectives; prepares, reviews and presents employee performance evaluations; provides or coordinates staff training; and makes decisions regarding hiring, terminating and disciplining employees:

Works with superintendent on purchases over $3,000; assists with preparation of purchase requisition, and approves said requisition before submittal to accounting for issuance of purchase order. Works with member cities’ purchasing departments to make certain all State purchasing laws are followed.

On monthly basis: reviews and approves pay summaries before presentation to Operations Committee for payment. Signs all checks for disbursements; initiates transfer of bond funds to pay Construction invoices, and approves transfers from Operating funds for operations invoices.

Prepares annual budgets, with assistance from the Operations Committee, including operation and capital expenditure items, consistent with BCRUA Board of Directors approved short- and long-range plans; Files approved budgets with appropriate authorities and administers approved budget; reviews budget performance before presenting to Operations Committee.

Assures the BCRUA and its activities are in compliance with municipal, state, and federal laws, ordinances and rules & regulations;

Coordinates approval process for all contracts and change orders: before presentation to the Operations Committee and Board of Directors. Responsible for administering all contracts the BCRUA is a party to and execute contracts with approval from the BRCUA Board of Directors.

Represents the BCRUA as its principle spokesperson, serving as a liaison with the Authority and the public; and

Plans and coordinates the agenda for and attends BCRUA Board of Director meetings and bi-weekly Operations Committee meetings; coordinates in the preparation of BCRUA board meetings agendas and minutes.

Serves as the Investment Officer for the BCRUA.

Job Requirements


Education, training, experience:
ACCEPTABLE EXPERIENCE AND TRAINING

Master's degree in public administration, business administration, or a related field plus seven (7) years of progressive experience in public utilities, public works or related field with at least (3) years of executive/department head level experience;

or bachelor's degree in Civil Engineering, Environmental Engineering or a related field and be registered as a professional engineer with the State of Texas (P.E.), plus at least ten (10) years of progressively responsible experience in public utilities, public works with at least (five) years of executive/department head level experience;

or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

CERTIFICATES AND LICENSES REQUIRED

•Appropriate Texas driver's license
