Job description:
Under direct supervision, provides paraprofessional, administrative and technical support to the Human Resources and Financial Services Departments. Provides support and assistance to internal and external customers regarding Human Resource and Accounting functions and activities. Performs other duties as assigned.

Responsible for the administration of the Wellness Accountability Program, which includes monitoring program participation, answering questions regarding program specifics, verifying documentation and eligibility in accordance to program guidelines and payroll/employee coordination regarding premium incentive repayments. Serves as webmaster by updating and maintaining the departments' pages on the City's intranet and internet sites. Ensures that all content is current and accurate and creates new pages as needed. Performs research as directed or assists with other research projects as assigned.

Administers City's random drug testing program by maintaining database, running monthly selections in accordance to the Department of Transportation (DOT) standards and City policy. Notifies employees of expired DOT medical certifications. Conducts annual employee driving history checks for all employees who operate City vehicles by monitoring and tracking employee driving violations in accordance to City policy. Notifies employees of expired driver's licenses and updates information in payroll system. Monitors and tracks probationary employee performance evaluations by running monthly reports, sending reminders to the departments of evaluations due and entering employee status changes in the payroll system.

Performs various administrative duties such as, maintaining confidential personnel files, maintaining general office supplies, establishing office procedures and filing systems, typing letters, scheduling calendar events, distributing incoming departmental mail and composing office correspondence. Works with the City Secretary's Office for proper retention and destruction of records. Responds to and coordinates gathering of information for all open records requests, including internal and external requests to view/copy employee files.

Reconciles, processes and submits all purchasing related paperwork including purchase orders, field purchase orders, procurement card purchases and payments. Performs a variety of administrative accounting functions such as data entry into financial system, payroll check distribution, alphabetizing account payable checks, stuffing and sorting checks for appropriate distribution.

Answers questions and provides information to internal and external customers by applying knowledge of relevant City policies and practices and general Human Resources and Finance operations. Serves as backup for pre-employment screenings and NEOGOV processing. Arranges and administers typing tests as required by job posting. Assists in coordinating annual employee tenure recognition program and employee of the year recognition as needed. May perform other duties as assigned. Responsible for regular and on-time attendance.

Job Requirements

Education, training, experience:
Associate's Degree from an accredited college or university in business management, human resources management or related field. Two years of progressively responsible technical/administrative support experience. Human Resources and/or Accounting experience is preferred.

Good knowledge of Human Resources practices and procedures. Knowledge of applicable laws regarding employment law. General knowledge of accounting practices and procedures. Strong analytical and problem solving skills. Strong technology skills. Ability to accept, learn and adapt quickly to changing technology. Ability to work on multiple priorities under tight deadlines. Ability to use computer software such as Word, Excel, PowerPoint, Adobe, HRIS or other applicable database/report writing tools, and web based programs. Ability to maintain confidential and private information. Ability to communicate clearly and precisely, orally and in writing. Ability to provide great attention to detail on assigned functions. Ability to work with employees under difficult situations. Ability to set priorities and meet deadlines for specific projects. Ability to work as a team with other departments in the accomplishment of work tasks. Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.

Valid Texas Class "C" driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
