Job description:
The purpose of this position is to assist the Public Works Director in planning, directing, managing and overseeing the activities and operations of the Public Works Department; to provide professional engineering expertise for the City; to coordinate assigned activities with other departments and outside agencies; and to provide highly responsible and complex administrative support to the Public Works Director.

•Assist the Public Works Director in planning, directing, managing and overseeing the activities and operations of the Public Works Depart­ment including street maintenance, water production, water distribution, meter repair, wastewater collection and building maintenance.
•Manage all engineering and construction projects which impact city infrastructure, including public and private; manage engineering services contracts; manage the City's Capital Improvement Program; manage Floodplain Administration and Pavement Management programs.
•Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
•Plan, direct and coordinate, through subordinate level management staff, the department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
•Review City and development projects; provide technical guidance for the Street and Water divisions.
•Represent the department to other departments, elected officials and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
•Select, train, manage, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; complete related personnel matters.
•Oversee and participate in the development and administration of the division's budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
•Review all significant reports, plans, and documents drafted by staff members; direct the writing of new rules and regulations and/or proposals for new programs or projects.
•Formulate significant policies related to the division's services and activities.
•Establish fiscal policies under the direction of the City Manager; advise the City Manager on the financial matters of the City.
•Provide staff assistance to the Public Works Director, City Manager and other management staff and the City Council; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspon­dence; provide staff support to assigned boards and commissions.
•Serve as Public Works Director as required.
•Respond to and resolve difficult and sensitive citizen inquiries and complaints.
•Attend required meetings including City Council, Planning and Zoning and additional work sessions as needed.Perform other duties as assigned.

Job Requirements


Education, training, experience:
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. A Bachelor’s degree in civil or mechanical engineering or similar field is required. Master’s degree in engineering or public administration is preferred. Six (6) years responsible experience in engineering or a closely related field, with four (4) years of administrative and supervisory experience. Possession of or ability to obtain, a valid Texas driver's license. Possession of Certification as a Professional Engineer in the state of Texas.
