Job description:
Directs and manages the engineering staff in the design, consultant design review, and construction coordination and inspection of community investment projects.
Directs and manages the engineering staff in the design review and construction inspection of private development from annexation to final acceptance of the improvements.
Directs and manages design and construction specifications and details, all revisions thereto, and requests for new material approvals.
Responsible for overall fiscal management of bond fund accounts.
Administers the professional procurement procedures for the selection of consulting engineers for the design of Community Investment Program (CIP) Projects.
Coordinates and manages the inter-departmental yearly updates to the Community Investment Program (CIP).
Approves all right of way requirements and design changes to community investment and private development projects.
Negotiates and consults with developers, consultants, and contractors concerning private development and community investment requirements.
Administers the flood insurance program for the City and enforces flood plain regulations.
Directs and manages the preparation, implementation, and interpretation of the City engineering design manuals, ordinances, procedures, resolutions, and special studies.
Directs preparation and presentation of engineering reports for management.
Directs, instructs, schedules, reviews, trains, and evaluates the activities of assigned staff.
Manages the Transportation Division activities including signal design and timing, traffic safety, construction zone safety and other traffic related items.
Responds to inquiries from citizens, City Manager, and the Council regarding departmental projects and council agenda items. Attends Council meetings to answer questions and provide information.
Participates as the City’s representative on various North Central Texas Council of Government (NCTCOG) committees.
Coordinates Engineering Department activities with other municipalities, school districts, counties, state and federal agencies.

Job Requirements


Education, training, experience:
Knowledge and Skills:

Knowledge of:
* Civil engineering techniques and construction practices
* Engineering Department functions, policies, practices, and procedures;
* Standard engineering design principles and techniques;
* Engineering record keeping requirements;
* Equipment and procedures used in engineering field projects;
* Principles and practices of engineering;
* Management techniques;
* Construction and construction management techniques and/or procedures;
* Budget making procedures;
* Effective letter and report writing practices;
* Computer modeling of flood plain hydrology and hydraulics, water distribution analysis, and design and drafting software.
Ability to
* Effectively communicate verbally and in writing;
* Introduce innovative ideas, methods or devices;
* Analyze and resolve complex departmental issues or problems;
* Make formal presentations and communicate effectively with large groups.

Education and Experience:

Bachelor's Degree in Civil Engineering.
Seven years of experience (after registration as a Professional Engineer) in Public Works construction projects and consulting with developers and contractors concerning municipal ordinances and procedures,
Including five years of progressively responsible supervisory experience
Preferably with extensive municipal experience.

Licenses and Certificates:

Registration as a Professional Engineer in the State of Texas
Preferably Registered as a Public Surveyor in the State of Texas.
Texas Class C driver's license.
