Job description:
Performs a variety of routine and complex administrative, technical, and professional work in analyzing and administrating various components of the personnel system of the organization. Under direction of the Sr. Human Resources Generalist is responsible for providing human resources support for various departments.

Reviews job vacancy announcements; prepares and reviews effective professional advertisements for newspapers, professional and trade publications.

Prepares job postings and reviews applications for completeness; ensures appropriate documentation is provided; determines if applicants meet the minimum qualifications.

Reviews Criminal History Background Checks for new hire and promotional employees to determine eligibility for positions; advises hiring supervisors of discrepancies.

Reviews and processes Driving History Background Checks for new hires, promotional employees and annual check for all employees; advises hiring supervisors of unreported incidents.

Recruits for various City positions; includes advertising via various media, correspondence with applicants, and assisting departments with recruitment. Attends job fairs representing the City.

Acts as advocate for the City in unemployment matters; represents the City at unemployment claim hearings.

Researches and responds to inquires from employees about the City’s personnel policies and procedures.

Ensures accuracy of organization chart and classification and grade information for positions.

Facilitates the policy review and HIPPA training at in-processing of all new employees.

Responds to inquiries from employees regarding accessing benefits.

Assist with the annual open enrollment for all City employees to receive information and to make any changes to employee benefits; coordinates dissemination of information with providers.

Responsible for reviewing requests for leave from the Sick Leave Pool, Military Leave and FMLA to ensure appropriate documentation is provided and that requests are in compliance with KEEPR policies. Ensures, appropriate documentation is provided; ensures the notification of eligibility for Family Medical Leave (FMLA) and military leave are prepared and provided to employees timely. Ensures time off work is properly recorded on the AS400 and in the HRIS system.

Performs other duties as assigned.

Job Requirements

Education, training, experience:
Graduation from a four (4) year college (prefer a degree in Human Resources, or a closely related field); and

One (1) year experience performing human resources duties such a employee classification, compensation and benefits, recruitment, selection, and training in a human resources environment; or

An equivalent combination of related education and related experience. Maximum substitution of two years of experience for two years of college (60 semester hours). No substitution of education for experience.


Must have a Texas Driver’s License by date of hire.

Require approximately 10% travel representing the City at recruitment events and onsite visits with departments/divisions.
