$5,936 - $7,420 per month DOE. FT position available. M-F 8am to 5pm. This position will be part of a newly formed planning analysis and research team. The team will work towards developing, researching, and analyzing information to provide timely and relevant data to improve City of Arlington programs and services.

Under general direction, manages the work of professional and technical personnel engaged in planning activities needed to carry out and ensure the department's work plan and city's policies and standards are met. Develops project objectives, development programs, design guidelines, comprehensive, neighborhood and transportation plans, and budgets based on Council priorities, the department's work plan, and public input. Assists the Assistant Director in the managing of the Division.

ESSENTIAL JOB FUNCTIONS:
1. Ability to lead and direct the planning and development activities associated with the department's work plan, including the city's comprehensive plan, transportation plans, neighborhood plans, special projects, ordinance revisions, zoning, platting, and miscellaneous reports and research. Ability to analyze and measure the effectiveness of resource allocations with respect to long and short-range objectives.
2. Ability to direct and supervise the performance of a diverse team of professional, technical, and clerical employees. Ability to lead organizational learning and improvement based on the establishment, tracking, and interpretation of performance measures.
3. Ability to prepare strategic, business, and work plans reflecting Council priorities, public input, and regulatory requirements to serve the needs of a demographically diverse community. Ability to communicate plans and resource priorities to staff and community stakeholders.
4. Ability to prepare and track complex budgets, financial reports for fiscal accountability, and work progress indicators for purposes of periodic reporting and budget management.
5. Ability to hire, train and manage planning staff and to organize and direct assignments to achieve division and department work objectives.
6. Ability to communicate verbally and in writing with citizens, consultants, developers, other departments, and special interest groups, as well as City Council and other boards and commissions, to convey policies, regulations, requirements and city development activity, and to make presentations and facilitate meetings of same.

OTHER JOB FUNCTIONS:
7. Ability to develop and negotiate professional service agreements and contracts, and monitor and manage same.
8. Ability to assemble, educate and guide the work of citizen staff, and technical advisory committees; ability to lead process improvement teams and internal training programs.
9. Ability to serve as the Department's representative on interdepartmental projects; ability to prepare informal and formal staff reports and prepare and deliver oral and graphic presentations to the City Council, Planning and Zoning Commission, Zoning Board of Adjustment, and other groups as required.
10. Ability to prepare highly technical reports on operating issues, and ability to measure performance results against established goals and objectives.

Education, training, experience:
Qualifying Education and Experience:
Bachelor's Degree in urban and regional planning or related field and 7 years related experience including 2 years progressively responsible supervisory experience. Master's Degree in urban and regional planning or related field may substitute 2 years of work experience. AICP preferred. AICP required within 1 year. Must successfully complete pre-employment screen including criminal background check.
