Job description:
Within defined objectives from Chief Financial Officer, this position manages the City of Bryan Fiscal Services Department support staff and coordinates the department's primary functions including payroll, accounts payable, fixed assets, cash receipts, accounts receivable and general ledger transactions.

Responsibilities:

- Coordinates department workflow to ensure timely completion of all accounting functions. Conducts hiring, disciplinary action, firing, training and performance evaluations; prioritizes and allocates work and provides advice, guidance and training to the Fiscal Services Department support staff.

- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.

- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and review with the Chief Finance Officer.

- Manages completion of annual audit and financial statement preparation.

- Manages and participates in the development and administration of the department's annual budget; directs the forecast of funds needed for staffing, equipment, materials and supplies.

- Answers questions and provides information to the public and other departments including financial reporting, accounts payable and payroll data.

- Performs related duties as required.

Job Requirements


Education, training, experience:
- Bachelor's degree in accounting, finance or related field
plus a minimum of 6-8 years of progressively responsible related experience; OR a Master's degree plus a minimum of 2-4 years of progressively responsible experience.

- Some previous leadership, supervisory, or management experience is required as determined by the department.

- Public sector experience is preferred.

- CPA certification preferred or equivalent certification.
