Job description:
Provide paraprofessional support to the Human Resources department in accordance with clearly established policies, procedures, and prevailing laws and regulations. Performs technical and administrative duties requiring a high degree of analysis, individual judgment and confidentiality in the administration of human resource and payroll activities. Frequently interfaces with City employees and their dependents, vendors, general public and City management.

1. Maintain personnel, benefits, workers’ comp, applicant tracking and other associated files in accordance with federal and state regulations. Assist in responding to Open Records requests. Administer records retention procedures including tracking and the facilitation of destruction of documents according to the retention schedule.

2. Assist in tracking and reporting FMLA, ADA, FLSA, COBRA related data. Process random drug screens, physicals and licensing requirements as governed by DOT. Assist with writing and maintaining Human Resources Department internal procedures to ensure compliance with federal and state regulations. Track and report EEO related data and files EEO-4 report.

3. Ensure all benefits carriers are properly notified of new enrollees or terminations on-line, fax or mail. Assist employees in resolving benefits questions. Assist in scheduling and executing enrollment sessions.

4. Prepare job vacancy advertising copy and provide information to selected publications. Maintain the employment page of the web site with current openings and information. Receive employment applications, log into applicant tracking system, pre-screen for minimum qualifications and distribute to department/divisions, create and distribute applicant correspondence to include “no interest” and offer letters.

5. Set up interview schedules, physicals, drug screens and background checks. Conduct new employee processing including completing all paperwork, insurance enrollment. Create quarterly turnover report.

6. Assist in collecting, completing, reporting and filing Workers’ Compensation forms. Maintain files. Track post-accident drug/alcohol testing. Assist in resolving Workers’ Compensation related claims issues.

7. Act as liaison between the Payroll/Human Resources function and City employees: act as back-up in addressing employee questions regarding payroll and human resources policies and programs; act as back-up in providing employees with direction and information needed to accurately complete applicable payroll, benefits, or other human resources forms.

8. Prepare regular and special reports for employee related information as scheduled or requested.

9. Provide general administrative support to the Human Resources and Finance Departments by researching, composing, typing, editing correspondence, memoranda, procedures and articles.

10. Research, evaluate and report on historical human resources data, as requested by authorized employees, former employees, City management, or others.

11. Work on special projects as required.

12. Other related duties as requested.

Job Requirements

Education, training, experience:
Knowledge/Skill Requirements

Sound working knowledge of current employment related federal and state laws/regulations, including EEO, FMLA, ADA, FLSA, COBRA, and the Affordable Care Act.

Excellent communication (verbal and written) and organization skills.

Ability to interface professionally with employees, management and general public.

Proficiency with applicable office software, such as Microsoft Office and HRIS systems.

Ability to lift, carry, and move up tp 25 pounds.

Education/Experience/Certification Qualifications

High school diploma required; Associates Degree or greater in human resource, organizational behavior, business, accounting or related field is preferred, but not required.

3-5 years progressively responsible office experience required. At least 2 years experience specifically in Human Resources area is preferred.
