Job description:
Develop, administer, and promote energy conservation and demand side management programs for the Electrical Department. Provide services for the diverse College Station Utilities customer base including key accounts management, energy management programs, and energy audits. Supervise the Energy Division.

Principal Job Duties

1. Manage, hire, train, supervise, counsel, evaluate, and terminate employees in Energy Division.
2. Research, develop, implement, market, and monitor energy conservation and Demand Side Management programs.
3. Manage and administer the Energy Division budget including budget preparation, service level adjustment submissions, periodic estimates, projections, and amendment of budget targets.
4. Represent the City as the Subject Matter Expert in promoting public education pertaining to energy conservation, safety, and awareness.
5. Oversee and/or perform building plans analysis, inspections, and onsite energy audits. Generate and approve rebates for program participants.
6. Establish and maintain relationships with other public utilities, energy conservation associations, builders, developers, electric utility key accounts, and the public.
7. Prepare periodic financial, statistical, and operational reports for management, the U.S. Department of Energy, SEPA, SECO, and other agencies upon request.
8. Provide backup for the Public Information Officer for Electric during outages and storms.
9. Advise and cooperate with the COCS Building Official on matters relating to the administration of the Energy Compliance Code.
10. Perform other duties as assigned.

Job Requirements


Education, training, experience:
Required:

Associate's Degree and three (3) years experience related to area of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Experience in a professional, service-oriented position. Knowledge of energy conservation measures and practices, alternate sources of energy, heating and cooling systems, construction techniques, building plans, and product specifications. Proficient in written and verbal communications.

Preferred:

Bachelor's Degree in a related field. Experience in energy or utility resource conservation.
